PRESENTACIÓN

EL PATRIMONIO DOCUMENTAL DEL ÁREA ADMINISTRATIVA DE LA UNIVERSIDAD DE ANTIOQUIA EN SUS 200 AÑOS DE EXISTENCIA

El artículo define en primer término lo que se entiende por patrimonio desde una mirada general, para luego revisar algunos tipos que se han derivado de este concepto, gracias a la evolución y desarrollo de la humanidad y que poco a poco han sido insertadas dentro del concepto de patrimonio en sus varias clases, hasta llegar al que interesa a esta investigación, cual es el patrimonio documental de una institución y en este caso específico de la Universidad de Antioquia, cuya producción académica, administrativa, científica, cultural y social la señalan como una gran empresa generadora de valiosos aportes al conocimiento y de significativas investigaciones que se deben mostrar no solo a la comunidad local sino a la internacional, y que sin duda se nutrirán de su producción y por ende de su valor cognoscitivo. Esta investigación recopila la producción documental de las dependencias del Área Administrativa del Alma Mater, presenta objetivos, proceso metodológico, tipo de publicaciones, limitaciones, productos y finalmente unas conclusiones y recomendaciones que enfatizan en la importancia de esta clase de estudios.

In the first place, this article defines what is meant by patrimony in general terms, and then it reviews some understandings that have been derived from this concept because of human evolution and development-which in turn have become part of the concept of patrimony in its many senses. Of special interest in this study is the documentary patrimony of a given institution, which in this case isthe University of Antioquia, whose academic, administrative, scientific, cultural, and social production show it to be a great enterprise that has generated valuable contributions to knowledge and research, demonstrating not only to the local community but the international one as well, that all will be nourished by its production and therefore by its cognitive value. This study covers the documentary production of the Administrative Area of the Alma Mater, while presenting objectives, methodology, types of publications, limitations, products, and finally some conclusions and recommendations that emphasize the importance of this kind of study.

POLÍTICAS PÚBLICAS PARA EL DESARROLLO Y FORTALECIMIENTO DE LA BIBLIOTECA PÚBLICA

Reflexión sobre los servicios bibliotecarios públicos, en el marco de las políticas de Estado que incluye una revisión de las tendencias y alcance de las condiciones normativas desde el Estado con relación a la biblioteca pública, con un enfoque historiográfico. Se señalan las principales intervenciones del Estado que posibilitaron la creación, desarrollo y funcionamiento de la biblioteca pública; de tal forma que permiten identificar, relacionar y analizar los actores, hechos, condiciones y contextos que dan cuenta del origen y evolución de esta institución; por consiguiente, no es un estudio exhaustivo del tema, y su presentación se hace desde un recorrido histórico que compila las disposiciones normativas y jurídicas en el ámbito nacional: leyes, resoluciones y decretos, relacionados con los aspectos propios que contextualizan la biblioteca pública en Colombia, en el periodo comprendido entre 1773 - 2004. Concluye con una reflexión sobre el papel que deben desempeñar los actores relacionados con el desarrollo de la biblioteca pública.

This article is a reflection on public library services within the context of public policy, as well as a review, from a historiographic point of view, of the trends and scope of state standards for public libraries. Also highlighted are the primary actions by the state that made possible the creation, development, and functioning of the public library in such a way as to be able to identify, describe, and analyze the actors, actions, conditions, and contexts that account for the origin and evolution of this institution. Consequently, this study is not an exhaustive treatment of this subject; rather, it is undertaken as a historical overview that compiles the normative and legal dispositions at the national level: laws, resolutions, and decrees that are directly related to public libraries or that put the public library in Colombia in its proper context during the period 1773-2003. This article concludes with a reflection on the roles that should be played by those personages involved in public library development.

LA DECONSTRUCCIÓN DE LAS RELACIONES ENTRE BIBLIOTECOLOGÍA Y EDUCACIÓN: Una dialéctica de la alteridad

Desde una perspectiva dialéctica y alteradora se presentan algunas consideraciones sobre los vínculos entre la bibliotecología y la educación. Para renovar la comprensión de tales vínculos, se retoman categorías como sujetos, instituciones y saberes bibliotecológicos y educativos; y se establecen sus relaciones, las cuales se constituyen en las bases reflexivas necesarias para proponer y argumentar una pedagogía del conocimiento, que redimensione los encuentros de la bibliotecología y la educación, teniendo en cuenta el contexto y las exigencias de la sociedad del conocimiento. Esta propuesta se configura como una nueva síntesis comprensiva de las posibilidades de reflexión y acción de la biblioteca y la escuela en su acontecer informativo y formativo.

Working from a dialectic and alternative point of view, this article considers the relationships between library science and education. In order to better understand these relationships, we take another look at such categories as subjects, institutions, and knowledge bases of library science and education and establish those relationships that constitute the necessary bases for proposing and defending a pedagogy of knowledge that can redefine where librarianship and education meet, keeping in mind the context and demands of the knowledge society. This proposal takes the form of a new and comprehensive synthesis of the possibilities, in terms of thought and action, of the formative and informative encounter between the library and the school.

SEMINARIO ABIERTO Y PERMANENTE DE BIBLIOTECOLOGÍA: Una apuesta por la formación investigativa

La creación y el desarrollo del Seminario abierto y permanente de bibliotecología en la Escuela Interamericana de Bibliotecología en Medellín constituye la primera experiencia y fase inicial para la consolidación de un programa de investigaciones teóricas en bibliotecología que dinamice y oriente la producción teórica en el área. Así, esta propuesta de Seminario abierto y permanente tuvo como propósitos el fortalecimiento de una cultura investigativa al permitir la exposición autónoma y libre de las ideas o trabajos de reflexión; la creación de algunos propuestas de investigación de los estudiantes, egresados y profesores de la Escuela Interamericana de Bibliotecología, la motivación por el trabajo en equipo interdisciplinario y la contribución a la formación pedagógica en la investigación. De modo que actividades extracurriculares como los seminarios abiertos y permanentes constituyen una valiosa herramienta para la formación investigativa y la reflexión teórica y epistemológica del campo de conocimiento bibliotecológico.

The creation and development of an Open and Permanent Seminar in Library Science in the Interamerican School of Library Science in Medellín constitutes the first experience and the initial phase in the consolidation of a “program of theoretical research in library science” designed to energize and orient production of theoretical research in the area. The purpose of this proposal for an open and permanent seminar was to strengthen the culture of research that would permit an autonomous and free exposition of ideas or works of reflection; the creation of some research proposals on the part of students, graduates, and professors in the School of Library Science; the motivation to work in interdisciplinary teams; and the contribution of pedagogical training in research. By this means, extracurricular activities such as these open and permanent seminars constitute a valuable tool for training in research as well as theoretical and epistemological reflection in the field of library knowledge.

UN SISTEMA CONCEPTUAL-EXPLICATIVO SOBRE LOS PROCESOS DE MEDIACIÓN EN LAS ORGANIZACIONES DE CONOCIMIENTO DE LA CIBERSOCIEDAD

El artículo presenta una propuesta de sistema conceptual-explicativo sobre los procesos de mediación en las organizaciones de conocimiento de la cibersociedad. Se conciben las bibliotecas, archivos y centros de documentación como organizaciones de conocimiento, entendiendo que estos servicios trabajan con un tipo particular de conocimiento, aquel que ha sido sistematizado y articulado en soportes impresos o digitales, por tanto de naturaleza objetiva y producto de procesos mentales complejos según Popper (1992). El sistema se deriva de un estudio teórico y documental sobre los impactos que la cibersociedad está generando en los procesos de creación, procesamiento y utilización del conocimiento, y cómo, a partir de esta realidad, se resemantizan las funciones de los profesionales de la información y de las instituciones en donde éstos se desenvuelven. El sistema de conceptos fue elaborado siguiendo criterios del enfoque interdisciplinario y la teoría de sistemas. Se integraron perspectivas de las ciencias de la información, las ciencias de la comunicación y las ciencias cognitivas. El sistema que se propone está conformado por macro-componentes y teleológicos, que aluden a los principios generales y orientadores de la mediación en las organizaciones de conocimiento. También se incluyen meso-componentes y micro-componentes que concretan un determinado tipo de mediación en tales organizaciones.

This article presents a conceptual-explanatory proposal relating to mediation processes in the knowledge organizations of the cybersociety. Libraries, archives, and information centers are conceived as knowledge organizations, with the understanding that these services work with a particular type of knowledge, that which has been systematized and articulated in printed or digital supports, and are therefore objective by nature and the product of complex mental processes, according to Popper (1992). The system derives from a theoretical and documentary study of the impact that cybersociety is generating in the process of creating, processing, and utilizing knowledge. Beginning with this reality, the functions of the information professionals, and the institutions in which the system is operative, undergo semantic changes. The system of concepts was developed using interdisciplinary focus criteria and systems theory. Thus, the various perspectives of information science, communication science, and the cognitive sciences come together. The proposed system is composed of macrocomponents, or teleológicos, that refer to the general and orientation principles seen in knowledge organizations. Also included are meso-components and micro-components that bring to reality a certain type of mediation in such organizations.

PANORAMA DE LA INVESTIGACIÓN SOBRE POLÍTICAS DE INFORMACIÓN EN AMÉRICA LATINA

El objetivo de este estudio es conocer la situación actual de la investigación sobre políticas de información en la región de América Latina por medio de la producción escrita. Para ello se analizó la base de datos INFOBILA: Información y bibliotecología latinoamericana. De esta base se obtuvieron los resultados en cuanto a la procedencia y la producción de los escritos sobre el tema a partir de los descriptores geográficos asignados y los autores interesados en el. Así también se pudieron constatar los temas relacionados con las “políticas de información” para obtener los documentos significativos sobre el tema y a la vez detectar el interés de los autores / profesionales por la temática por medio de la sus escritos

The objective of this study is to come to know the current state of research on the politics of information in the Latin American region through an analysis of the written production. Toward this end one database, INFOBILA (Information and Latin American Library Science), was analyzed. This database yielded results regarding the origin and production of the writings in this subject area, beginning with the assigned geographic descriptors and the authors interested in this area of study. Also, it was possible to verify the topics related to “the politics of information” in order to obtain significant documents on the subject and at the same time to detect the interest of the authors / professionals in the subject area through their writings.
