The Constitutional Court in its pronouncements has been responsible for defining the scope of the legislative initiative, setting the legal concept of this constitutional allocation and narrowing the exercise by their owners, mainly members of the Congress, the National Government, particularly with regard to tabling bills its sole initiative, and the popular initiative legislation.
