Recognising the importance of people in developing organisations (especially in terms of the possibility of constructing competitive advantage founded on human resources) is demanded of those leading the area of human resources in developing new competencies responding to new challenges. A review of research carried out in other latitudes concerning the topic leads to the conclusion that different types of competency are demanded for professionals working in the area of human resources, that there are no specific studies regarding competency for managers in the area and that a model of competencies can be constructed by using qualitative analysis. The present investigation was supported by the Colombian Human Management Association (ACRIP). A hermeneutic method used behavioural event interviews and in-depth interviews with 10 human resources managers for functional mapping and a panel of experts with three human resources managers from companies from the Caldas Department. The results are reflected in a model of competencies consisting of four categories and 18 competencies, as well as human resources managers’ values, a dictionary and levels of competencies.
