Mexico has implemented open government (GA) from public initiatives, digital agendas and programs, based on transparency principles. This research studies how transparency is carried out in local governments by answering the question: How transparency and open data have evolved through state government portals? Using data from the Ranking of State Transparency Portals (RRET, in Spanish) for the period 2015-2018, we carry out a descriptive analysis of 32 Mexican entities. Findings indicate that transparency practices have been impaired, limiting citizen participation and open data.
