The research addresses a current theme regarding territorial management from the perspective of residential habitat and how the state faces a process of reconstruction of urban scale, contributing to the discussion still in force linked to the post-earthquake and tsunami reconstruction process of February 27th in Chile, since it concentrates on the Sustainable Strategic Reconstruction Plans (PRES), one of the few actions of territorial planning supported in the post-disaster public policies.

The research focuses on the management model under which master plans for reconstruction are developed and implemented, analyzing as a case study the Duao, Iloca and La Pesca PRES, belonging to the Licantén Commune, in the Region Of Maule. In this sense, this article not only develops the evaluation of a plan in itself, but also carries out an analysis of the political-territorial model that allows its existence.

The main expected result is to obtain an overview of how public macro-policies are implemented locally, where a blind spot is seen how the Chilean state delegates its responsibility to private entities in emergency scenarios.
