Abstract

This article presents a qualitative study that analyzes the perceptions and positions of the parties involved in the foreign language planning at the Universidad Simón Bolívar (USB) in Caracas, Venezuela: those who administer the policy and those who implement the curriculum. It also reports the opinion of undergraduate students regarding the value they give to language learning in terms of their professional careers. Data were collected through guided interviews and questionnaires. The results indicate a certain discrepancy between the different perceptions. Negotiations between the parties involved are considered essential for the development of valid, constructive, and satisfactory educational language policies
