Abstract

The Developmental Programs with a Territorial-Based Focus (PDET by its acronym in Spanish) were proposed in the Peace Agreement, signed by the Colombian government and the FARC-EP guerrilla in 2016, as axes of social, economic, and political change in the post-conflict period. Nevertheless, their transforming potential has not been fully realized. This article analyses the PDET’s implementation between 2018 and 2020 based on the concept of transformative participation. Based on the review of government documents, monitoring reports, and data published by the Agency for Territorial Renewal, the study found that the PDET’s have not been constituted thoroughly as mechanisms for transformative participation, because they have faced three major obstacles: failures in their methodological design, a lack of political will of the national government, and a limited implementation that has not prioritised the structural reforms required in the territories.
