This work addresses the governance relationships in the security field in Medellín between 2004-2015 and, specifically, the role of the private sector. Since the beginning of the 21st century, different public and private institutions, academy and non-governmental organizations and communities have interacted in the city to diagnose and intervene in security problems. Two methodological strategies for collecting, processing, and analyzing information are used. The first, qualitative, involves a documentary review, and thirty-three (33) interviews with experts on security issues. The second, quantitative, uses social network analysis to process the ethnographic information obtained from the interviews, to characterize the institutions and social actors involved in the governance of security in the city. The challenges of this collaborative management of security are, among others, in the negotiation that implies the coordination of diverse institutional instances, actors and interests from which it is possible to design and implement better policies and programs for its treatment and control.
