Abstract

This article is based on a research study titled "Expost and impact evaluation of The Public Accounting Program at University of Quindio From 2005 To 2007", which was completed in the year 2010. The study was carried out in two phases. During the first phase short-term results were reviewed and quantified using indicators of efficiency, efficacy, and success. The second phase consisted of an analysis of the needs for understanding, participation, creation, identity, and freedom, which are proposed in the theory of human scale development by Dr. Manfred Max Neef. For the purposes of this study, only the basic need for understanding was addressed. The results obtained made it possible to identify weaknesses and strengths with a view to the continuous improvement of the stakeholders in the public accounting program at University of Quindio.
