Abstract

This article is based on a principal hypothesis: the negotiation processes must be understood as relational mechanisms through which conflict actors adjust their previous relations of power, and not as lineal and altruist peace processes. In this way, the paper analyzes the negotiation with "Popular Militias of Medellín" in 1994 through the analysis of local legitimacies and the consequences of the negotiation to adjust of local relations of power. It concludes with three principal claims: a) negotiation processes are open windows of opportunity to adjust of previous relations of power, b) those processes require articulation between no-state and state legitimacies, and c) the articulation must be guaranteed with local and national state presence during and after the process.
