Abstract
GUERRA BARON, Angélica and NINA BALTAZAR, Esteban. Institutional Approaches to Sub-Regional Problems?: A Look at Poverty from CAN, Mercosur and Unasur. Pap.polit. [online]. 2013, vol.18, n.1, pp.207-226. ISSN 0122-4409.
The eradication of poverty has been considered as a secondary issue by the most prominent economic blocs of South America. The Andean Community of Nations (ACN) and the Southern Common Market (Mercosur) incorporated this objective within its social agendas. The Andean Social Agenda and the initiative against poverty carried out by Mercosur reflect the interest as well as the methodology applied by each bloc to deal with that issue. While Andeans, through its supranationality scheme, adopt a programmatic strategy to eradicate poverty; Mercosur applies a practical method of coordination agreed between government representatives, which consist on a fund mechanism in order to eradicate poverty and internal inequality through financial cooperation. Through the South American Union of Nations (Unasur), CAN and Mercosur have made efforts to face common problems -such alleviate poverty- taking advantage of achievements already made as individual blocs.
