Abstract

This article discusses the conjunction, structures and conditions of the liberal reform at Veracruz, Mexico. The focus will be on the political and economic debate from the state and its officials' view. Taxpayers' perspective will be also included in the analysis. This study offers an analytical approach of the fiscal reform from the negotiation spaces where political, economic, and institutional actors defined a new tax structure. As it will be proven, the liberal reform responded to the transformations in Veracruz economy. I will also point out that, at the same time, the circumstances at the Veracruz' state and municipal level followed the federal proyect trajectory, its development was also responding to their local needs.
