Abstract

This article aims to identify why the metropolitan authorities were not prepared to address the shortage of tap water that the Guadalajara Metropolitan Area (ZMG in Spanish) experienced in the first seven months of 2021. For this, the creation of the Intermunicipal System of Potable Water and Sewage Services (SIAPA in Spanish) was analyzed, as well as the instances that were created in 2011, specifically, the Metropolitan Citizen Council (CCM in Spanish). To develop this research, it was necessary to make a bibliographic, documentary, and hemerographic review. Information was requested from the National Institute of Transparency, Access to Information and Protection of Personal Data (INAI), and 15 semi-structured interviews were conducted with third-generation CCM members, councilors, the Metropolitan Planning Institute (Imeplan) members, and several city dwellers. Likewise, fieldwork was conducted in some neighborhoods of the ZMG in May 2021. A virtual survey was applied to 382 residents of the urban conglomerate. The results show that because of political, economic, and organizational issues, the instances studied have failed to provide the coverage and quality of drinking water that citizens require, a situation that has worsened in times of pandemic and water crisis.
