Abstract

During the last decades in Argentina, housing did not have a social but a financial purpose of safeguarding capital. It was built without any planning of the urban form, with socio-territorial imbalances and unequal access to housing, infrastructure, services, and equipment. Under this context, the National Plan for Urban Land (PNASU) emerged, which proposed State-produced or promoted land for housing to expand accessibility for families and discourage speculative practices. Additionally, the plan linked land policy with territorial development, promoting compact, equitable, and accessible cities. This article analyzes the PNASU'S content and challenges, starting from the national and provincial antecedents of territorial planning. The methodology focuses on the content analysis of written documents. The results outline four argumentative axes around the challenges of the plan in its implementation and the impact it could have on urban and housing planning. In conclusion, although it fills a gap in territorial policies, the housing policy should consider the integration with the territorial one, the leading role of local actors, the construction of instruments for capturing capital gains in redistributive terms, the social function of the land and housing, and other factors.
