Abstract

In the exercise of public management, limitations are evident in the effective implementation of public policies. One of these limitations is the lack of analytical frameworks for strengthening management tools such as plans, programs, and projects, which, in practice, are instruments for operationalizing public policies. In this sense, this reflection article seeks to propose a discussion regarding the use of the discipline of public policy analysis in the analysis of other management instruments. The reflection article is documentary research with analytical inferences from the theory triangulation. This reflection seeks to promote the development of applied research to strengthen Colombian public administration and management.
