The territorial problem in Colombia evidences several facets and different actors. In some cases, the armed conflict has been decisive and has violated people’s territorial rights. However, this article seeks to prove that there are other types of conflicts generated by clashes between rural policies and institutional errors and negligence from the corresponding entities. This type of conflict is characterized by solution delays and an inability exhibited by institutions to resolve these disputes. In this light, this paper denotes three types of conflicts: two types between neighbors, caused by wrong responses from the competent entities, and one type related to the interests of large companies against the land restitution policy. To conduct this assessment, the authors reviewed sentences, lawsuits and custodies, court decisions, press reports, and interviews with community leaders.
