Abstract

This research paper seeks to determine whether the measures adopted by the Colombian penitentiary and correctional system conform to minimum rules for the treatment of prisoners adopted by the First United Nations Congress on Crime Prevention and Treatment of Offenders as well as with the “Nelson Mandela Rules.” For these purposes, the current situation at the Neiva prison facilities will be assessed. The methodological approach used for this study was a qualitative one based on information obtained from jurisprudential and doctrinal analysis as well as from interviews. The aforementioned allowed the data collected to be described, classified, explained, and interpreted, with the conclusión that, based on the descriptive-explanatory assessment of current correctional measures adopted at Neiva prison, and despite efforts, international parameters have not been fully met yet.
