Abstract

When Cali was chosen to be the capital of the department of the Valley of the Cauca it suffered a series of urban transformations directed to realizing the project of modern-ization in the elites. The electrical lighting of the streets and squares was the principal flag of this process, in which the users of the service took part actively across his complaints, claims and recommendations. Municipal government and users of the common one agreed in the need to defeat the glooms, concealing mantle of dangers and perverse beings, for what they realized a species of tacit agreement of interests to extract forward the project.
