This article describes and analyzes the civic protests in Santander and the attempts for shaping civic movements in the department between the years from 1970 to 1984. The civic movements as well as his expressions of protest answered to demands where the territorial thing was a central aspect of his recoveries and an element of his identity, in this sense in the article there were named two types of civic expressions: the locales and the regional ones, since in the civic national strikes, since it is analyzed by the case of 1977, the participation of the civic sectors in Bucaramanga was almost non-existent and in Barrancabermeja it corresponded to the particular situation of the port where a strike was developing in Ecopetrol. For such an end a daily follow-up was done in the sources of newspapers (Vanguardia liberal), as well as the oral sources (interview), working publications, minutes of the assembly, the official diary and AUDESA file.
