Abstract

The article discusses the basics canons, the viceroyal reasons and ecclesiastical rituals supporting of the parish foundations of the XVIII. This is emphasized in the model of urbanism used by the Borbonic authorities to replace the protocol of foundations of cities and towns of the XVI and XVII centuries starting from capitulations. Model of demonstrated needs, views of viceroyal institutions and verification of merits, for which purpose, is describes the case of the modern parish of San Francisco Xavier of the Pie de la Cuesta (Santander, Colombia), which was transformed from a irregular site to the prosperous Villa de San Carlos at century XIX.
