Abstract

The aim of this study is to present a proposal for a relational and communicational model for coordination instances, (sectoral bureau) led by the National Learning Service (SENA in its Spanish initials). This framed in a study of perception of the relationship and communication process in actors linked to the sectorial boards belonging to the macro industrial sector: Jewelry - Watchmaking, Leather - Shoes - Leatherwork, developed in 2020. All this with a descriptive study and a mixed approach, through instruments such as surveys and interviews with semi-structured questionnaires. In addition, detailed reviews of previous studies, institutional documents, as well as the analysis of communicational aspects of some coordination instances in other countries, very similar to the SENA sectorial bureau in Colombia were considered. It infers that the actions carried out did not achieve that all those linked to these bureaus understood and appropriated the most significant aspects that derive from these instances. In addition, communicative processes of course consistent and permanent oriented to the relationship and give visibility were not observed. Therefore, it was seen the need to establish a model that will provide methodological guidelines that will facilitate planning and communicational and relational management, for the strengthening of the relationship and visibility of these instances at the national and international level. Above may become a valid reference for systems equivalent to these instances in Latin America.
