This article is a theoretical construction from a complex systemic approach of functional differentiation, that seeks to understand the tendency of security in foreign policy, as a reality built by the operativeness of the social systems, the functional differentiation and the semantics or meaning of the sense codes that build and functionally reproduce the foreign policy and the Social - State systems, where that foreign policy system differentiated. This means that the tendency for security must not be understood simply as the consequence of defending the interests of a State or as the causal answer to a threat, but on the contrary, it goes beyond the fact of associating causes and effects, that is, it goes beyond the behavioral actions of foreign policy, to understand the way how such actions are accomplished from the interior of the socio-cultural evolution of the Social-State system, and from the operability and functionality of the foreign policy system.
