Abstract

The present work aims to analyze, from the discursive categories of Michel Foucault, the emergence of the Beijing Consensus as transformer counter-power of the international economic praxis, legitimizing the actions of China, similar to the establishment of neoliberalism. We will study the economic order established since 1971, with the termination of the period of dollar-gold convertibility, creating chaos in the international system, raising incentives towards financial globalization, as in the post-financial crisis period of 2008. At the same time, it points to see if the interest is for China to take a leadership role, through soft power, not just for themselves, but with respect to the other international actors, as its economic ascent also presupposes an even greater weight for its decisions in the political context, thus giving rise to new parameters in the game of international power. For that, we will position the Beijing Consensus methodologically within the terms established in economics, determining whether that speech fills the conditions to become global economic mainstream.
