Abstract

The paper provides an analysis of the "Colombian Peace Agrement's" point one: "Toward a new Colombian countryside: comprehensive rural reform", in terms of social participation and its potential for transformation. The process of implementation is understood here as a disputed field that may result in either the absorption of the Révolutionary Armed Forces of Colombia (FARC) into the prevailing political and social system, or a reformation cycle involving the democratization of national life.

The implementation of the Agreement requires broad transformations in public management. The most important one is the inclusion of social participation, inasmuch as the agreements are grounded in the modification of common objective and subjective relations, in order to contribute to state-and nation-building.

The article begins with an introductory section that explains the topic and its relevance, and goes on to a second conceptual section on social participation. The third part describes the mechanisms and spaces for participation set forth and/or strengthened in point one of the Agreement, on the basis of the significance of each one in the national context. Finally, the conclusions contain a reflection on both social participation and the transformation of public management as drivers of the Agreement's potential for transformation.
