Abstract

The execution of the decentralization process in Ecuador has had shortfalls and has experienced limitations of a different nature. Politically reordering a territory, redistributing resources, functions, attributions between subnational levels, changing ideological paradigms, diluting destabilizing political conjuctures, and reformulating a whole strategy was very complex. During decades these processes were established in a concentrated scheme that has been a challenge to both the rulers and ruled. This is a path still to be traveled in terms of planning and implementation of inclusive and democratic public policies. The creation of the autonomous region is a continuing process to consolidate within the framework of the national territory. Overall, this is a negative indicator that illustrates deficiency of an inter-institutional planning system that has not formulated gradual articulation plans among the provincial sectors.
