Abstract

The explosion of the urban phenomenon in the territory has brought significant consequences for the government of the territory. It is frequent not only the formation of large urban areas covering more than one municipality but also, a myriad of small towns that either are diminished its population or are altered its growth pattern for its proximity to metropolitan areas. This fact is often linked to the lack of planning tools required to address this issue.

This scenario is analyzed with regard to the specific case of Aragon's territory in Spain. Through a framework of analytical and technical-urban planning approach, the article identifies the supra-local planning tools in order to coordinate both planning scales, urban and regional planning and to give answer to this new territorial condition.
