Abstract

The present article explains the main normative transformations and the orientations of public policies of national and district housing oriented to victim people's assistance of armed conflict which took place since 2009 until 2014. Furthermore, it makes an analysis of the formal conditions established in that institutional framework and the scope of government performance towards constitutional orders, headed for guarantying the effective enjoyment of the rights by this population, one of the most important ones, the one of living in decent housing. Through a qualitative analysis, it is studied some of the results of housing's district policies in matters of access to subsidies and supplies to Bogota's housing in mentioned period. The previous, it is in order to discuss and suspect the conditions which are being generated from the regulation and in the practice to establish the bases of a postconflict scenario and the peace construction in which the victims constitute themselves as the fundamental actor; not only those ones who live in the city but also the ones who dream of going back to their lands.
