Abstract

The construction of the peace in the territories after the signature of the Havana's treaty will imply the active participation of the society in the collective configuration of the environmental and land use planning of the country, within the framework agreement the indigenous communities will play an important role; nevertheless, up till now, the course of action of several national entities, specifically the CAR, have disgruntled the autonomy, the self-government and self-determination of the indigenous communities. This research seeks to answer to the question concerning: ¿What should be the criteria to reconcile the competition between the State entities -mainly the CAR-, and the indigenous authorities, regarding the environment protection as a support to give viability to the land use planning in the framework of the construction of a steady and long lasting peace?.
