Achieving a comprehensive view of the territory which includes both urban formality and informality, is not only a political and ethical stance, but also, in a strictly objective manner, the possibility of understanding the different population processes of Latin American cities and their actions, as well as prevent possible future trends. This implies a joint work with the communities forward to a memorial reconstruction of broad sectors of the population. This article summarizes the theoretical, conceptual and instrumental principies in order to propose a methodology for the historical recovery of neighborhoods, their systematization and socialization. From the chronicle, different testimonies and the contextualization of the political and social events recorded simultaneously Time Lines are elaborated that, within the framework of the dialogue of knowledge, will allow a new visión of the history of the city. For its socialization, the creation of a free access platform called WikiBarrio is proposed, with the aim of guaranteeing the greatest and best participation of the communities.
