There is a big conflict of interests between all actors in health systems: Beneficiaries, contributors, health professionals, providers and payers, so it is necessary to understand that efficiency and equity are essential and complementary goals for achieving basic and individuals capabilities that not only must consider the health services, but seek to improve the lifestyles of the population.
