This article discusses the results of a research study conducted at the community council of a black community in Campo Hermoso in the rural area of Buenaventura in the first half of 2014. The primary purpose of research was to describe the influence of the community council on the perception of governability among the members of this community. The methodology was based on a qualitative approach, an ethnographic design, a semi-structured survey, and interviews with four key informants who were part of a non-probabilistic sample intentionally selected by the researcher The main conclusions made it possible to establish that the performance of an organization gives rise to practices and attitudes of either acceptance or rejection to public matters on the part of community members.
