Abstract

DA SILVEIRA, Pablo. What is Private and What is Public about Education?. Rev. colomb. educ. [online]. 2016, n.70, pp.201-219. ISSN 0120-3916.

The article proposes an exercise in conceptual clarification around the uses of the terms 'public' and 'private' when they applied to education. Three uses are analysed relatively frequently. The first uses the origin of the financing as criterion. The second appeals to nature of the product provided. The third is focused on the forms of management. After an examination of the strong and weak points of each of these uses, it concludes that first and second pose more difficulties than benefits, while the third is reasonably clear and pertinent. The objective of the conceptual clarification exercise isn't to present a strict definition of language uses, but to contribute elements that facilitate a consistent use of the terms and, eventually, distinguish between the most and least convenient uses for understanding and generating knowledge of them.

Keywords : Public education; Private education; Educational funding; Public goods; Public management; Private management.
