Abstract

This article analyzes the discourse of citizenship and development made by the international cooperation network and that is used in NGO and State development projects. From a post-structuralist approach I show that the predominant controlling role of transparency principles and vigilance practices significantly affects the notions of citizenship embedded in development projects, becoming itself its main discourse at the local level. I focus this analysis on several organizations connected to the U.S. Agency for International Development (USAID) that operate in various Latin American countries.
