Abstract

The article analyzes the political factors that went through the design of criminal intelligence policies in Argentina between 2011 and 2021. It is argued that the successive political scandals related to the illegal use of intelligence agencies forged a sectoral agenda dominated almost exclusively by the concern about the control and democratic legitimacy of intelligence activities. This not only placed the question about the effectiveness of criminal intelligence in the background, but also underpinned the distrust of local elites in intelligence agencies and progressively restricted the scope of action of this activity, especially regarding to its use for preventive or non-judicial purposes.
