This article analyzes and describes the way in which cultural heritage was understood and assumed in Colombia between the late 1970s and the 1990s, a time when a national cultural policy was being shaped. Based on categories such as regimes of historicity and regimes of otherness, together with primary sources, it reconstructs the positions assumed by the State and its representative bodies in cultural matters, in relation to what was considered the country’s cultural heritage, and the way in which historical narratives were shaped that reproduced notions of historicity and otherness that contributed to reproduce the visibilization/invisibilization of indigenous communities and those that were perceived as part of cultural otherness.
