Abstract

The Colombian Constitution of 1991 does not prescribe any particular public administration model, nor does it regulate the matter systematically, despite the profusion of rules in its text. On the contrary, its dispositions display an involuntary syncretism that covers the regulatory requirements of the bureaucratic model and public management and anticipates some elements of good governance.
