Agreement with Public Administration constitutes a usual juridical phenomenon in the modern cooperative State where administrative law is thought as a direction science which purpose is to direct social processes efficiently. Hence, law makes reference to an approach based on the legal induction capacity, creating an appropriate environment for effectiveness of law. From this point of view, agreements with Public Administration are especially important. The agreement is a changeable phenomenon, but it should be adjusted in all cases within the well known material actions of Public Administration. The analysis of this kind of administrative action is tackled by offering a systematic unit which facilitates integration of several dogmatic questions; for this reason, the topic is treated from the point of view of the juridical-administrative relations due to the lack of clarity of about administrative actions to dogmatically apprehend the Public Administration material actions. Likewise, the key topic of informal agreement and relationship of Public Administration to law is treated and is supported with important problems of legal protection of rights this kind of material action can cause.
