Energy policies formulation is a natural process in any country, which exceeds the economic aspect and is of growing importance, because of its impact over the welfare of society. Over time variables have been added, especially within the concepts of sustainable development, reflecting the importance of the environment and natural resources conservation efforts. This paper presents an analytical research, based on a documentary review, which allows forming a view of the factors that make up the complexity of the formulation of energy policies and their evaluation, through the principles of complex thinking proposed by Edgar Morin, with the variants proposed by Torres (2009), highlighting its value as a tool for understanding this process.
