In the present work we analyze a public policy: the Normative Modernization Plan of the public security system of the province of Santa Fe, Argentina, Argentina, carried out throughout the year 2020. In this way, we approach the police reform in Santa Fe through the characterization of the political decision-making process and the technical analysis of the formulation and implementation of said policy. In addition, we carry out a preliminary evaluation of the policy. Likewise, we pay particular attention to the policy chosen as a state response to a specific problem and, in addition, we analyze how the problem was defined and what were the causes identified by the government authorities. In short, we address the implementation of the three bills, as well as the previous aspects that affected the process of said policy. The sources of information are, mainly, official documents, among which are the three bills, as well as an official collection published by the Ministry of Security of Santa Fe called Institutional Documents, which review the state of the situation of the provincial police and public security system and, also, to the regulatory compendium that makes up said system.
