Abstract

Universities and research institutions must face the problem of answering a myriad of science, technology, and innovation indicators, required by international, national and institutional bodies, as well as observatories, rankings, and other research universities. Therefore, there is a need for a measurement system capable of answering, efficiently and swiftly, this proliferation of indicators. Based on a literature review on research evaluation, indicators were compiled, with a special focus on Ibero-America and Colombia; the data required to answer each of these indicators were identified using qualitative data analysis; and, finally, a measurement system was designed following four conditions: conception, structure, procedures, and instruments. This system reflects the complexity of the sector, favors comparability, adapts to necessities, trends, and opportunities, and is able to produce a wide range of indicators, replacing the traditional library or list of indicators.
