Abstract

Using information of decrees on government posts ( personnel plants ) and earnings ( basic wage and other concepts of payment such as entertainment allowance , prime of management , feeding subsidize , etc.) an estimation of the true wage of the public servants in Colombia is presented . Personnel plants of about 150 institutions per year are examined between 1978 and 2005. According to the evidence , the average earnings in the public sector in 2005 was $1 ,426,244 in real terms . The path of earnings is associated to the average earnings of the administrative , operative and assistant levels which represent the majority of government posts .
