Abstract

This article proposes an evaluative methodology, based on content analysis, for studies aiming to assess or compare the strategic use of internet made by public institutions to promote citizen involvement in public decision-making processes and, in particular, executive and legislative powers. The article introduces two major debates which reflect the main theoretical positions on the links between information and communication technologies (ICT) and political processes. The article then goes on to propose categories and subcategories of analysis and their subsequent operationalization by justifying their validity to empirically assess theoretical perspectives in relation to practices of public involvement by the aforementioned public institutions.
