Abstract

Positioned in the Argentine post-crisis scenario, this paper intends to advance in aspects that are strongly related: first, the extent to which SME promotional programs and policies raised qualitative changes in the regional and national productive structures and second, what is the role of the government in the generation of this changes. The first one provides a series of clarifications on the production social system concept in order to analyze the contributions they can make to SMEs and related programs. The second part examines the general context and the quantitative limitations in the argentine post-convertibility. Finally, the government implication in this process is emphasized, while proposing some methodological aspects that would asses such relationship.
