Abstract

This article presents the State and the market as the two poles of the pendulum along which televisión has oscillated during the fifty years in which it has functioned here in Colombia. The nation's legislation has accompanied this transitional process from one pole to another. The State which was once a promoter, protector, participant in economic, social and political processes, and catalyst of social interests, has gradually become a basically a facilitator and integrator of prívate initiatives. The State has evidently abandoned its previous commitments ín directing enterprises and now assumes itself to be free of responsibilities in economic and social matters in a new scenario in which deregulation and market autonomy have been erected as the functioning criteria for televisión. This has proved favorable for prívate firms, but it has placed "mixed" televisión channels, especially those dedicated to educational and cultural televisión, at risk.
