At the local level, territorial planning is an area that, despite being protected by autonomy, is subject to higher-level legal determinants. Among them is disaster risk management, which has recently been further recognized in provisions on climate change. Between the two, there are two alternative sources without which the application of the other determinants may be ineffective: the differential approaches to gender and children. This paper aims to analyze the treatment received by both systems for their formalization in local, territorial planning. This initiative is precisely motivated by disaster risk management and climate change. Initially, the legal panorama of land use planning and determinants is described and then triangulated with the gender and children's approaches (also promoted by different legal norms) to finally conclude on their application possibilities in local land use planning.
