The Reforma Pedagógica de Boyacá, a pedagogic program created by the secretary of public instruction, Rafael Bernal Jiménez in 1925, had two targets: first the hygiene and the escolar welfare, widely studied by the historiography of pedagogy; and second, little analyzed by education studies, was the provision of spiritual culture to bring people out of ignorance and strengthen democracy. On the other hand, historiography has studied popular culture as a concept proper to the liberals, like Renán Silva does, forgetting that conservatives had their own concept of culture, which was used in debates and pedagogical practices. In this sense, the provision of spiritual culture that occurred in the Reforma Pedagógica de Boyacá between 1925 and 1935 will be studied.
