The purpose of this paper is to show the transformation of public spending in the Mexican economy implemented in the 1980's. The principle underlying lies in the proposition that productive public expenditure can have the property of productive complementary in private production processes and support the creation of value, necessary for the enhancement of competitiveness in the global commercial process whereby the output from processes of crisis or economic stagnation. Following the review of the same, it reaches the conclusion that the role of public expenditure has been underestimated by the role that has been assigned.
