International strategies and policies deriving from the New Public Management approach are critically analysed from a neo-institutional stance. Their application in second-generation administrative reform in Latin-America during the last decade is also looked at. The Colombian company Telecom’s strategic management is particularly studied so that the crisis which led to its liquidation can be evaluated. The new Colombiana de Telecomunicaciones S.A. E.S.P. Telecom company’s limitations are also looked at, evaluating the implications of the telecommunication sector’s dynamic behaviour. The article proposes key organisation strategies and guidelines for consolidating the new company and its competitivity.
