Abstract

The Development and Industrialization, in the second half of the twentieth century, require modernizing outdated systems of production and demand of education training of human capital capacity to cope with the announced process of technology transfer. The response of education resulted in the establishment of a new form of job training, technological education. This paper shows the path followed since the establishments of the strategy of Development as a condition of possibility for the underdeveloped countries of the "Third World" to achieve rates of progress like recognized as advanced societies, until the introduction of technological education, as a modality of higher education.
