Abstract

SANCHEZ MOJICA, Dairo. Poverty, racism and competitiveness: the urban neoliberal planning system in Cartagena de Indias. Nómadas [online]. 2015, n.43, pp.131-147. ISSN 0121-7550.

The article proposes an analysis of the neoliberal discourse on the Urban Planning System of Cartagena de Indias. Therefore, it uses the category of intertextuality to explore the insights of the national press and some urban planning instruments. This allows the article to ascertain the actual political effects in regards to the government management of poverty. It concludes that the political implications of naming "poverty," based on the neoliberal discursive order, are related to the government of creative forces of the social body.
